Activists see Zimbabwe’s new Public Health Bill as progressive, though not as progressive as it should be. It explicitly mentions key populations (those most at risk of HIV infection) and calls for them to the involved in anti-AIDS planning.
But Zimbabwe Lawyers for Human Rights notes that LGBT people are not explicitly included in the bill, unlike Ministry of Health documents about the anti-AIDS advisory board.
